Requirements for Power of Attorney (Wekilina) and Other Document Authentication
If you are a holder of valid Ethiopian Passport or holder of valid Ethiopian Origin ID card, you can send the notarized document of Power of Attorney directly to the Embassy. If not, your Power of Attorney document should be authenticated by your State Office and then Departement of State.
All documents originating in the United States (Such as Adoption, Trade Mark, Property Rights, Court Decisions, Birth Certificates, Marriage or Divorce Certificates, etc) must be authenticated by your State Office and then by Departement of State prior to applying at the Embassy.
All documents originating in Ethiopia should be authenticated by Ministry of Foreign Affairs of Ethiopia.
All applications must be sent via mail with an envelope which has a TRACKING NUMBER. The applications must also have a self-addressed, prepaid UPS, or USPS EXPRESS MAIL return envelop which has a tracking Number. You don’t have to call the Embassy to check whether your application has been received or returned back to you since you have the option to track it online at the respective mailing company’s website.
1. Power of Attorney (Wikilina), Court Decisions and Pecuniary Documents

A. For Ethiopians and Holders of Ethiopian Origin ID

Notarized Document by a recognized notary office;
Copy of valid Ethiopian passport (for Ethiopian passport holder); Copy of Valid Ethiopian origin ID Card (for foreigners who are holding Ethiopian origin ID card);
Copy of a Green Card or I-94 ( for Ethiopian passport holder);
Service fee $62 per document for each authentication payable to the Embassy of Ethiopia in money order;

B. For those who don’t have valid Ethiopian Passport or Ethiopian origin ID Card and for Other Nationals

Authenticated document by the State Secretary Office in which the applicant is residing and then authentication of the same document by the U.S. Department of State.
The service fee of $95 per document payable to the Embassy of Ethiopia in Money Order

2. For other Documents (such as Certificate of Education, Birth, Marriage, Driving Licence, etc)

A. Authenticating Documents Originating in the United States

Notarized and authenticated documents by the State Office which issued the document; And then authentication of the same document by the U.S. Department of State, Click here for Authentication requirements of the US Department of State

Holders of valid Ethiopian Passport or valid Ethiopian Origin ID Card are required to pay a Service fee of $59 per document in the money order. If not, service fee of$90 per document in money order is required.

B. Authenticating Documents Originating in Ethiopia

Prior to applying at the Embassy of Ethiopia for authentication of documents originating in Ethiopia, the documents have to be authenticated first by the Ministry of Foreign Affairs of Ethiopia.
Copy of a Green Card or I-94 ( for Ethiopian passport holder);
Holders of valid Ethiopian Passport or valid Ethiopian Origin ID Card are required to pay a Service fee of $59 per document in the money order. If not, service fee of$90 per document in money order is required.
